I think my current headcanon has evolved to be that Mandy is turned into a Spysassin again via exposure to more SUDS. But since WHOOP was out of the antidote, the spies had to subdue her another way. However that's not going to stop Mandy in her quest to destroy all the spies she can find... if she can just get out of the storage closet here.
