To get a Dungeon kickstarted you make a deal with the Devils' Workshop. This splinter group from Hell proper provide both digging and maintenance for underground installations. These devils are of a worldly kind. Rather than souls they want hot bodies. 

The contract states that, as long as Scarlett is bound and available to the devils, they have to keep upgrading the dungeon. Scarlett is determined to get as much as possible out of the deal. 

The Bunny Girl is not for the devils, but for attracting recruits from the monster realm. They love a dungeon with cute captives.
