The annual upper limit for radiation exposure to a member of the public is 1000µSv/year. Kyle is reading 9.86µSv/hr, so if someone was sitting right there where his dosimeter is for 100 hours they would receive a years worth of dose. Radiation works can receive up to 20,000µSv/year and this is still considered "safe". Ambient levels of background radiation here in Australia typically vary between 0.05µSv/hr to around 0.2µSv/hr so the readings that Kyle is getting are well in excess of what at least I would consider background. By comparison, a single chest x-ray exposes the patient to about 100µSv. This is about the same amount of radiation people are exposed to naturally over the course of about 10 days.
