Yep, L.A.B.S salvaged the rests of some god and mixed it with human DNA to engineer enhanced heroes, in the case of Derek it was with Dr. Nigel Hammer's genome but for his "half-brother", Sam, Otaku haven't given us any clues yet... But it's logically a guy called Dr. Stampede.
