I 100% agree that if Luger would have beaten Flair at Starrcade '88 the perception of him might have been different the rest of his career, follow that up with the Lex Express campaign ending with another failed attempt at winning the WWF title from Yokozuna, and that basically defined him moving forward and by the time he actually won the WCW title from Hogan in the Nitro era, it was too little too late. I feel like if WWE doesn't pull the trigger and put the title on Cody this year, he may end up this generation's "Lex Luger".
