The Western States Heritage Title was the primary singles title of the Funk's territory in Amarillo, also the home of West Texas State University where so many of the legends came from. Dusty spent so much time there both at West Texas State and also with the Funks. I'm sure it was in Dusty's mind with the UWF purchase they would be trying to draw more in Texas and having a title with a lot of history there would help draw plus putting it on Barry, it went well with his gimmick too. World Class was still in business plus the other singles' titles the American Heavyweight (they already had the US title and the Texas heavyweight title were still in use by WCCW. It made sense at the time to us watching that were somewhat smart what he was trying to do.
