The 2 girls meeting secretly were Vel and Luthen's secretary. And yes, Andor is a loose end. Gotta remember at this point Andor is just a (honorable?) mercenary who's in it for the money. The whole series is about him finding the spark to join the rebellion. And as you pointed out this is the start of the rebellion. They're all independent cells with no real structure or leadership or logistics. The series shows the messy, ugly side of the rebellion. Not the Good guys (tm) of the other Star Wars series. These people are more like Saw Gerrera. With regards to Space Miami/Dubai, the shoretroopers (LOL) though silly were a lot more believable for the setting and tone than the funny things they put in Mandalorian s3 and Fett (space vespa gang). But yeah I get the plot/pacing/star wars disconnect. This is the least Star Wars, Star Wars, and at the same time tbh more Star Wars/Clone Wars than Rebels/Original Trilogy. And yes it's broken up into 3 episode blocks. Not sure if you've mentioned it (still going through your Rebels reactions) but you should check out Bad Batch. It sorta covers the Empires transition from Clone Troopers to Storm Troopers.
