well, the moon is a lot closer than mars. signal travel time from the moon to earth is like 2.5 seconds, fairly noticeable delay but very workable.

I do think grouping a series of episodes related to one theme or an event as one arc is more popular in recent anime. The number of episodes used to be fairly the same (usually 24 as one chunk if not 48) in the past when they were made to solely be broadcasted on TV, as the period would be set based on the physical airing schedule, but now that online streaming is more popular, more and more series seem to have either shorter episodes (more 12s) or even episode amount depending on different arcs.

From what I heard on why this season is short is because the next arc is long. If we ended up with a 2-cour season (20+ episodes) then season would've ended in the middle of the next arc.

Yeah, in comparison to Mars, the Moon is just a stone throw away! So it makes total sense that signals from Mars would need way longer time to reach earth than signals from the Moon. Also, there is the fact, that Earth and Mars both rotate arounf the Sun at different speeds and on differently large orbits, therefore their relative position to each other can change. This means that the 20 min. for a message to arrive (which you mentioned in the video) are an extreme case and depending on Mars' position a message can reach Earth within "only" 5 minutes.
