Your questions will be answered as the show progresses but All Might started out smaller when he first got the power he grew larger and that was his natural form. Tomura Shigaraki did say father but I don't think it's been revealed in the show why yet. The Manga recently did a flashback that explains his history. He is about 5 years older than Izuku.

OBS: This is not a spoiler, because was not realy expleined! All Mighty did not had that small form, he was always huge in some way, from what i can gather the small form is the way he ended after the injury, his big form now is just he forcing his muscles to get rigid using One For All, he is pretty much forcing his body, this is why he always spits blood when he comes back, his body takes a huge amount of damage by doing that!
