The initial Halloween character list would be the following:

Slan (Berserk),   Shadow Queen (Paper Mario),   Wilhamena (OK-KO),   Ghost Girl (Pokemon),   Harley Quinn (JLA or JLU),   Mega Banette (Pokemón: Plantpenetrator   Version),   Hornet (Hollow Knight),   Star Butterfly (Star vs. Forces of Evil),   Hekapoo (Star vs. Forces of Evil),   Her (I'm Scared),   Marceline (Mike Inel Version),   Ladydevimon (Digimon),   Sakuyamon (Digimon).   

The availabe characters for deluxification (not Halloweenification) are currently:
Moana, Elsa (Remake + Extra Outfits), Coco Bandicoot, Pauline, Artemis (Tigress), Miss Martian, Marina.
