The "Bar Fly" animation has a few funky caveats due to game mechanics. If there is a bartender actively working the bar, then you can't choose the location. However when they step away you can then use the location. 

A result of this is the bartender will then not be able to serve drinks, but it does allow other sims to sit in the chair which actually looks pretty sweet.
