Pirates are inherently terrorists because pirates were actively fighting the British navy and oppression. The reason most of them were pirates was because they were usually queer or black/brown and therefore would've either been slaves, killed, or imprisoned because of who they were. All of their actions were political acts of defiance to the status quo and system that sought to enslave or destroy them.
