The Greater-Scope Villain

And this is why Vandal Savage is the main (and best) villain of the series. Btw, all you need to do to get a good summary of his current mindset and motivations is to listen to his monologue to Black Canary and the other Justice Leaguers in the finale of Season 1. In it, he explains his goals for universal domination and why he does not work with the Justice League to achieve them. It's all to do with the title of this episode: "Evolution."
