Repeating the movies are a alternate universe. What happens in them does not happen in this anime. These two seasons and the Code Geass: Akito the Exiled OVA are cannon to each other iirc. I'm unsure on the other OVAs.

Quick top down, Emperor over all, obviously; Schneizal, 2nd Prince, is the Prime Minister of Britannia, his responsibilities are kind of vague, but it looks like even the viceroy defers to him, but this is likely out of respect rather than actual formal authority. Viceroy is a contraction of "Vice-Royalty" and serves as an executive representative of the Emperor. basically they are a mini-emperor in charge of their area.

Schneizel is Prime Minister of Britannia, he's basically "president", under the Emperor of course who is the supreme leader but he's been extremely absent recently and leaves most of the governing to his children. Cornelia is Viceroy of Japan, basically governor of the Japanese colony. Euphemia is her second-in-command. There are several other princes and princesses, I believe the first prince and first princess haven't even been shown yet (they're the eldest), but they're irrelevant so don't worry about them. Don't worry too much about the organization of the Black Knights, just know that most of the known officer characters are basically leaders of their own divisions in the Black Knights and they have many small cells working in the background. The world is divided between 3 major empires right now, with no more independent states left really: The Empire of Britannia, the Chinese Federation, and the EU (Europa Universe I think?). China controls a large portion of Asia and EU controls Europe and regions around the Mediterranean I think, but I don't remember exactly.
