It is kind of bullshit for the bar committee to expect some teary show about Chuck (probably bc they were friends with him). It's literally none of their business and has nothing to do with the question of wether Jimmy can practice law or not. Those things are personal, and Jimmy already having such a hard time dealing with the death of Chuck himself doesn't even think about that this could be the reason for his rejection

The conversation with Lalo and Hector was more personable. That's his uncle, they are close, it wasn't like 'you are the crazy guy I heard about'. Lalo was there when hector burned down that guy's place, because that's how he got the bell. Also, I know it's been mentioned but Lalow as mentioned in breaking bad by Saul, when Walt and Jesse took him out into the desert. "I wasn't me it was Igancio (Nacho), he's the one....Lalo didn't send you? No Lalo? Oh God, thank Christ". So all 3 Better call Saul characters mentioned in that one scene. Full circle.
