The hunter cards help them get really lucrative jobs and that's a way to get money. Also, you can sell the card for a LOT of money. It doesn't pay for anything, it's just that with it, you can easily get some.

Anoher interesting thing to think about is that billion doesn't mean the same in all countries. In Germany a billion is a million millions, while in America it's only thousand millions. Even in english speaking countries it differs. And then the asiatic countrys might have another system as well. Now I don't know how this factors in here, bucause afterall someone already translated it from Japanese and I don't know how they translated it.
