The white hair dude is called Prince Baka and is the main character of a Manga/Anime called Level E. It was a cameo appearance which is why it felt so out of place. Funny thing is that the voice actor for Prince Baka is the same as for Hisoka.

I still can't believe it's that dickhead Prince Baka, his design here looks a bit different from the design in the Level E anime. Oh, and it's worth mentioning Level E is a short comedy series created by the same writer for Hunter x Hunter.
