Kimblee was actually telling the truth about him and Winry's parents incidentally. Earlier, back during the whole "flashback to the war" bit, we actually see the events he talked about, where he expresses regrets about not getting to meet them.

Kimblee's whole thing is that he admires and respects people who have strongly held convictions and live by them, while he despises hypocrites who abandon them out of convenience. So he really does have a fond opinion of the Rockbells IIRC, since they lived and died doing what they thought was right.
