The humans were getting the bears because they had empathy and wanted to make a dying child happy. The robot dogs have no moral qualms about chasing someone down until they are killed. At least I think that was the point of the bears.

Man i loved this episode, really wish ti was fleshed out more and we got to see how this world came to be. I hope we get to see this world again

There wasn't really a "tale" or a "twist." It was simply a post-apocalyptic world overrun by intelligent robots. And in that world, even when faced with almost certain death, a group of humans would go out and sacrifice their own lives to bring back a teddy bear for a dying child. It was about remembering humanity, and I guess in a bigger sense, you could look at it as remembering our humanity as the world becomes more and more technological.
