In terms of energetic exchange, what is the 'price' one pays for wielding magick, and does it differ based on intent (malicious vs. benevolent)?

I feel the "price" is the changes that occur, and the consequential reactions from your environment. But that's the point, isn't it? Magick is about affecting change. You should be prepared to deal with what comes of it.

I learned to bend time years ago. I also learned that the price for arranging for more time on the clock when you need it equals an increased amount of time lived on the flip side - always not so pleasant. Impossibly on time for a late appointment can equal a one hour lecture in cold and damp auditorium with a person who keeps coughing, turning into to what seems like 2.5 hours (the extra .5 hour in real time with the added one hour of surreal time). If I looked for the book that spelled out the rules for bending time I would definitely find that the price is obligatory; along with the rule about not looking at the clock while speeding toward your appointment.
