The Sha'tar:

The Sha'tar Is the Easiest reputation to gain in The Burning Crusade. 

You will not need to complete any quest for this.

Botanica Meeting stone:

/way #3846 66.2,65.2 

You will be wanting to make your way over towards The Botanica Dungeon and Run this dungeon for a few hours.

This can be done of course with other Dungeons like The Arcatraz and The Mechanar but the Botanica is the Fastest to clear.
