EmuDeck 2.1.23 Hotfixes (Patreon)

Hello everyone, quick release fixing some bugs for Windows...

- Sometimes the selection of the Nintendo DS emulator was preventing EmuDeck to be properly installed.

- The Parser Selector wasn't working properly, and sometimes it just deleted the parsers or didn't added the ones selected by the user, and now when installing an Emulator it will check if there's already an alternative parser so the user can chose what to use.

- New Rom Directory selection screen, the same as SteamOS with ( I hope ) no more Windows shenanigans. Before you ask, yes, I'm already working on adding Network drives support.

So if you couldn't install EmuDeck or had problems with SRM just reinstall it and all should be good now. This also affects some emulators not getting installed, SRM parsers doing wonky things, etc. ( Fix dedicated to Speedy on Discord )

PS: I'm aware of a bug in SteamOS not creating shortcuts for both SRM and ESDE, I'm working on it! In the meantime you can launch them manually from Emulation/tools/
