Yeah, Dr. Strangelove wasn't in it that much, was he? Did you notice that Mandrake, the US president and Doctor Strangelove were all played by Peter Sellers? He was supposed to have played the pilot of the bomber plane as well, but he sprained his ankle which made it hard for him to get around in the cramped bomber sets.

I think this sci-fi doomsday device thing was supposed to have gone off, yes. Their discussions at the end suggested that there would be a short time window for them to get people down into mines before this 'doomsday shroud' of radiation rendered the entire surface uninhabitable.
