Boston guy here: the outside of the Cheers building was used for the Cheers intro but there was no Cheers bar at the time. Then the Cheers IP holders bought the upstairs and "recreated" the Cheers bar with themed food and attached a merch store. Then eventually they also bought the downstairs (where you'd think the bar would be) and built a real Cheers bar out of, and it's actually quite decent.
