Yes I do think Fiona and the rest I mentioned will be there. They had Rhys and Vaughn on launch. They are slowly having everyone recruited to the crimison raiders within dlcs. Plus the big question of where Fiona and Rhys went at the end of tales is still not answered.

I really hope they do, I loved the TFTB games, really want to know what happened with Fiona. Athena and Janey too, if they made an appearance it would be great, looking forward to the DLC they do release.
