Extracted within my research project of the game. The Mega link contains the Andrew Hopkins wearing Engineer Jumpsuit Navy Outfit of 1962 model from The Bureau: XCOM Declassified and respective textures. Patreon link contains a Blender file with all the materials set. This character can be hired to the squad before the mission started. Additionally, I've made rough / metal textures to _RMAS.png and improved the quality of Normal Maps. Eyes revised and rigged. Weapon is included. I go crazy with the characters of this game - added a lot of attributes/gear/items and updated textures to support a character story, individuality.

Model parts (head, body, accessories and armature) extracted with umodel. Head morph ripped with Ninja Ripper 2 and merged with the base head mesh. 

p.s.: This is a fan art. I'm not the owner of this model - I only extracted it.
