Cassio joins S tier as she gets bonus MR to help her with her hardest matchups (syndra, orianna etc)

Viktor buffs arent enough to make him jump a tier but if you are able to have a free matchup and go ghost  he is rlly good!

Approach velocity changes is indirect buff to glacial users, helping veigar, neeko when they can use it instead of timewarp tonic.

With cassio going to be seeing more play i made diana go down a bit.

Ekko going up a tier i think is fair as Zoe, Syndra, Azir is seeing a lot of play.

Zoe S tier as she abuses spellbook + nimbus really well and is a great pick for the chaos of soloq.
