I want to point out cause Jack did not comment on it that during episode 660 at 6:11 one of the soldiers said they were calling the Navy for help and that they were told "Captain Vergo is gonna take care of it". So even then 10 years ago Vergo was already running coverups for Doflamingo at the rank of Captain. That's why he completely got away with this takeover of Dressrosa externally, because he had complete control over the spread of the information. Even soldiers or whoever knew the real truth couldn't get any help from the Marines because he had Vergo to cover up any investigations of Dressrosa. Doflamingo is insanely meticulous. Bellamy was not being promised the heart chair, he was promised an executive position. An executive is any of the named members of Doflamingo's main pirate group that you often see hanging around the palace. Delinger is one for example. The 4 "seats" hold the title of "top executive" and whatever seat they have. Doflamingo would likely not be able to escape from Kaido, even by fleeing to the skies if he was lucky enough and there were clouds for his escape. Even if he could escape, in doing doing so he would forfeit his crew who cannot fly and also forfeit Dressrosa. He would be left with no home and no crew, he would lose everything. Even though you have never seen Kaido, you have to understand that Kaido is one of the four Emperors of the New World and what that title means. This is a title that was also given to Whitebeard who was known as the "world's strongest man", and also to Shanks who clashed with Whitebeard. Kaido even tried to attack Whitebeard's crew on their way to Marineford to save Ace, and it was Shanks who stopped Kaido from attacking Whitebeard. Kaido directly competes for territory and influence with the likes of them. They are meant to be the 4 pirates who have the most power and territory at their disposal, essentially. If it helps you visualize how fucked Doflamingo would be, imagine if Doflamingo had Shanks or Whitebeard and their crews chasing him. To be fair you haven't really been shown proof that Doflamingo is weaker than an Emperor, but Law saying Kaido would kill him for sure and Doflamingo not denying it should give you your answer there. Doflamingo is not on the level of the Emperors and would have no possibility of winning a battle vs one. That's why he is desperately trying to avoid losing his Smile distribution which would anger Kaido.
