I imagine that the plan the Prodence Kingdom had for the final round was about the same. To pay off as many people as they needed to as body guards for King Elizibello. Dagama or someone else would have attempted to bribe the winners of each round before the finals. It would probably be some ridiculously high sum of money the person would have trouble refusing. That being said, the Flare Flare fruit is a priceless one of a kind item. It's very possible that no one would have taken the offer, or taken it then betrayed the King in the final round. All things considered, that plan is a huge gamble and a pretty poor gamble I would say. It's their best and only chance of victory against such strong competitors though, so I get why they went with that plan.
