I would have assumed Impel down myself, but if he was there I feel like we would have seen him. We saw him bite through stone and rip entire buildings in half, so I doubt a normal prison could contain him. It would have made sense for him to be sent to impel down. Maybe he is in some other sea stone prison at a major Marine base, who knows.
