Jimbei's bounty was reinstated because he is no longer a warlord. He was originally a pirate as all warlords were. So, let's hypothetically say he is careless and shows himself in public at Fishman Island. Worst case scenario, a battleship carrying an admiral comes down to Fishman Island to capture him , and the Island becomes collateral damage in the process. The many people who idolize him may even defend him and be killed by the Marines for protecting a pirate. Also you may have forgotten from the map diagram shown earlier this arc, but the new site of Marine HQ is in the New World right next to the Red Line. In other words, the Marines largest base is relatively close to Fishman Island meaning Jimbei has to be even more careful.

Yep. Arlong would probably think Hordy is trash for that. Arlong is horrible, but Hordy is somehow way worse.
