Smoker is actually just a captain not a vice admiral they were saying they had 200 elite captains the same rank as smoker to deal with as well as the 5 vice admirals

Smoker was a Captain (3 ranks below Vice Admiral) during Loguetown and Alabasta, then was promoted to Commodore (2 ranks below Vice) immediately after Alabasta. That being said Smoker is way stronger than any Captain or Commodore to my knowledge. Smoker's strength is more on par with Rear Admirals (1 rank below Vice) or even some weaker Vice Admirals. He is probably just lower ranked because he doesn't seek glory or promotions like more corrupt Marines often do.

Also I want to say the Marines are dumb as hell for sending only a bunch of Captains to fight a Pirate Crew that invaded Enies Lobby and wiped out CP9, they should have sent out some Vice Admirals alongside them.

Rokuogan is taking the concepts of all the six powers and combining them into a powerful attack. Also, if you look back to when Luffy and the crew stormed the Franky House. There was a moment when Luffy was using Gatling right in front of one of the bigger family members. He very quickly turns red like Gear Second to do one big attack. I think in that moment he realized he could rush his blood to create the technique.
