Havoc isn't in Xing, his family business just has connections lol. Also I love that Hohenheim released Lan Fan from the burden of helping out a foreign country. He realized her desperation in trying to find Ling and let her off the hook, despite them needing all the help they can get. He is a good man.

Maria Ross was in Xing, so she was able to set things up with the weaponry supply. Havoc operates a General Store, which means he at least has connections to some cross country transportation chains. Though not showed in detail, it makes so much sense that they were able to pull this off when you thin about it.
