Waluigi's story is actually canon. It was one of the first arcs in the 2003 version of the show, but was cut from Brotherhood as they wanted to condense the story. They just assumed everyone had watched the 2003 version. He definitely governed the town as a dictator, and Ed and Al actually saved the townspeople from his tyranny. Also that wealthy family he "called upon" in the flashback was the Armstrongs if you couldn't tell :) Speaking of Armstrongs, I love the scene between Olivier and Buccaneer. Shows she cares about her men more than she outwardly expresses. She is such an awesome character!

The next couple of episodes in this little mini arc are a bit on the slower side in terms of action, but there's a TONNNNN of vital information and set up for the rest of the series throughout that's important for everything the series has been setting up for.

A fun detail related to the notes Marco was holding. He said they were encrypted, just like his own notes were. This is actually the case for most alchemists, Marco disguised his as a cook book, while Mustang's looks like a book of girls he's dated (which feeds into the rumor that he's a womanizer), and Ed's is a travel log of places he's visited.
