You missed the end credits scene! It showed Father recreating Gluttony and Dr. Marcoh begging Scar to kill him since he was the one to create the philosopher's stone using the lives of the Ishvalan people during the civil war.

If you remember back that may uses xing alchemy which is more bases on in medical than weapons compared to ed and als country. Also when scars brother was introduced he mentioned he used xing alchemy to make the tattoos on his arm that was then transfered to scar.

the guy scar was talking with was Tim Marcoh, the one who researched how to make a philosopher stone, so without giving too much away, a lot of ishvalan citizens were used for his research. also, there was an end credit scene.

By "Local Alchemists" they just meant alchemists that were not state certified. The state alchemists are alchemists who work for the military and have been given state certifications, but they are not the only alchemists who exist in the show. Their teacher, for instance, is not a state alchemist.
