Yes, that scene where Sanji says he is from the North Blue actually happened, word for word. GODA foreshadowing once again. Sanji is not going to want to marry a woman he has never even seen, even he has standards. I think you also underestimate how much the crew actually means to him. The crew means everything to him. If he was really the kind of guy who just chase women over being with the crew, he would have stayed in Dressrosa to try to be with Violet who actually seemed to be into him. As for the map of One Piece, I don't know _how_ early it was established that the seas were 4 quadrants split up by the Red Line and the Grand Line like on that map, but it was definitely established many times (I think). You've been shown plenty of maps dividing them as shown at various points where it was relevent (entering and exiting grand line and new world). At the very least, I checked and I know that in episode 61 of the anime Nami herself shows a world map that is the same as the one you just saw and Nami explains the geography. Other times it may have come up are when Don Krieg was explained to have crossed the calm belt to exit the grand line, or the crew getting to the New World through Fishman Island. So yeah, I don't think that this was meant to come as a surprise to the audience... but forgetting stuff in such a long series is natural. It's possible that even though they explained the world geography and showed the map several times they never put labels on the map labeling the 4 seas specifically so it just went over your head. I have no clue, though, and I don't have time to check all of that.
