Those Marines using Haki makes more sense with extra context that I can point out. The 5 Navy men you saw who used Armament Haki were all of "ensign" rank or higher, we know this because they are wearing the coats that have "Justice" written on the back. This means they are NOT random soldiers, they are of a much higher caliber than your typical navy soldiers. In terms of rank, they are at about the middle of the pack halfway to fleet admiral sequentially. In fact, pre-timeskip Tashigi was promoted to ensign after the events of Alabasta and as you recall she was pretty strong for a Marine even though she didn't know Haki yet. Marines of ensign in the New World would in theory need to be stronger than their normal 4 seas counterparts too, so it makes sense that they knew Haki but Tashigi did not until post timeskip. The reason stronger marines like that were deployed here is likely because this was a dangerous mission in the new world involving the Staw Hats and 2 potentially hostile warlords. Even an Admiral was deployed. Lastly, in the manga there was no black hardening shown... it was just said those who can't use Haki should leave. Whether or not hardening is a more advanced form of armament is up for debate, but I personally think it's meant to be more advanced and it just wasn't concieved or shown by Oda pre-timeskip. There is still invisible Haki post timeskip which is why I think hardening is still the advanced form. That purple aura and hardening was possibly a mistake on Toei's part and made them seem stronger than they actually are since it looked identical to what Zoro, Kinemon, and Kanjiro did. Even if they did have some form of hardening, it's not that big of a deal. Someone like Zoro or Kinemon could still cut through their Haki like it didn't even exist, you should not see them as similar at all just for being able to use armament to that degree. In reality I think they likely were only able to use basic armament Haki, but it's conceivable that if they were Lieutenants (highest rank before another wardrobe upgrade to wearing a suit under uniform) they might be able to use hardening. In summary though, these are not random Marines. If Marines of this middle rank couldn't use any form of Haki the Navy would be screwed considering how common it is in the new world, just think of it that way.
