It seems obvious that Doflamingo would not honor his promise, but most of the country seems to believe Doflamingo's lie that they can survive by capturing the bounties in his game (the assumption is that Doflamingo would disable the bird cage after he captures all of them). That's why they are all trying to capture the bounties. Cavendish saying Doflamingo plans to slaughter everyone even if they bring him the bounties is not agreed upon at all. It's pretty obvious to the viewer because we know the kind of man Doflamingo is, and Law straight up said he knows Doflamingo plans to kill everyone. You could argue the people are being really stupid though to believe him, and I agree. They probably think they have no chance of beating Doflamingo though, and that no one has a chance of beating him. Which somewhat explains their desperate behavior.

Just want to point out at 11:01 Luffy mistakenly calls Dagama "Daruma". This is pretty hilarious because Daruma is a type of round Doll, and Dagama has the same body proportions as a Daruma doll. Luffy roasting people while getting their names wrong as always.
