Yes, Sea Prism Stone/Seastone is seemingly a near indestructible material. It can't be compared to something like steel which someone of Kyros' level would be able to slice through like butter. I think there technically has to be some way to reform or damage Seastone considering the Marines shape different things out of it though (almost certainly a technique developed by Vegapunk since he was the one said to be responsible for creating Seastone undercoated Marine ships) . Once you get Seastone cuffed the only realistic way to remove them is with a key, someone else's DF power, or cutting off your limbs. It's a really dangerous material in that sense.

I think people are being a bit hard on Usopp. I don't even think you need to justify his behavior with the plausible headcanon of him forgetting his Enies Lobby character development after Robin was turned into a toy. Realistically speaking, there was nothing he could really do in that situation so why would he confidently attack Trebol and Sugar right away? His skillset is not suited for this. That's just not smart when it has a near 100% chance of ending in failure. I would actually go as far as to say Usopp attacking them in that moment may have been a poor choice. It was pure luck that Sugar got knocked out as a result of something she herself did to Usopp. Usopp has grown a lot, but he still has cowardly tendencies and more importantly he is far weaker than both Trebol and Sugar. Far weaker is an understatement, he might as well be an ant to them. Usopp did not know Robin had been turned into a toy either, so for him cutting his losses and escaping likely seemed like both the safer and the most logical choice.

And as far as people blaming him for lying to the Tontatta, Usopp originally lied to them because they kidnapped him and he wanted them to let him and Robin go. He could have come clean at some point, but Usopp is not really the type to do that and it was a funny bit anyway.
