I dunno, I don't think it's just the lying that's the issue with Walt's actions. Have to say that standing over and watching someone choke to death on their vomit is a pretty heinous thing that actively makes you involved in someone's death - regardless of that person's decision to use drugs. If we applied this logic that he ISN'T at all culpable because she chose to take drugs which put her at risk, then we'd have to similarly excuse someone in a boat who sails past a person in the water being attacked by a shark without trying to aid them at all, because that person chose to put themself at risk by swimming in the ocean. Or someone walking past a car crash where people are injured or dying without calling 911. Welp, they decided to drive a car! Seems like at the very least murky and possibly dangerous logic. Just because we don't agree with or like the choices other people make doesn't give us the right to decide whether they are worthy of living. That's why we have justice systems in place and we know even those are flawed.

Oh, and since no one mentioned it and you are actually reading this: The woman on the TV (11:35 in your reaction) is Bryan Cranston's wife and the girl at school (24:40) is his daughter. (Not sure if you are interested in trivia like this, I just thought it was worth mentioning)
