From the series chronological perspective,there's no alternative timeline - the Time War didn't happen until some time during the Eighth Doctor's tenure (leading into the era of the War Doctor); so,a long way off from where we are with this story. This is the very first time that the Doctor encounters the Daleks - BUT,because he's a time traveller, there's nothing stopping a future incarnation of himself from travelling back to a time before the events of this story occurred. (Timey wimey,etc)

Yeah as Ian says, the First Doctor didn't leave Gallifrey because of the Time War - that came much later. The war mentioned here is different (and a lot smaller in scale). I agree this episode is pretty slow - in fact, much of this story is - it's really overlong though it has its moments.
