Reminds of Doctor Sleep, got that creep. Still rewatch Doctor Sleep alot. It's not cameras that steal the soul anymore, it's 5G.

This episode was written by PJ Hammond ... who was the showrunner of a creepy show in the late 70s/early 80s called "Sapphire and Steel" (starring Joanna Lumley and David McCullum). This episode is so like that show. The actor (Julian Bleach) who plays the lead villain here also played Davros in Doctor Who. And I think the magic flask the villains were using is actually just a Head & Shoulders shampoo bottle with a bit of decoration stuck on the side and painted with silver grey paint.
