It was a touching episode, I want to say just one thing, Frank is like Fiona called an alcoholic and an addict, he will always take what he wants and never give anything in return but I want to make a comparison between him and Monica is that she has totally disappeared from their lives while he hasn't, he still hangs out in their house elsewhere, having parties and sometimes dinners together, so he has an interaction with his children and he sees them , stay in their life which is not the case of Monica, that's why in this judgment room, when he heard Fiona tell her story I sincerely believe that at the time he realized and that he was ashamed even if it quickly passed him, and that is also why he was so keen to have his parental rights, as he says he does not want the responsibilities of a parent but he still wants that legally it is these children, it shows a form of attachment however he is sick as we know it and irrecoverable but I think deep down a part of him holds his children even if he is selfish and he takes them for granted. Steve is just a character that I struggle with, always complaining, he's cowardly and weak, no willpower, a self-centered liar and Fiona deserves better, she always deserved better than this shit and she should have thrown him there a long time ago. I think he believed that Lip and Ian being the oldest after Fiona, they would take over in a year or two to raise the other three, letting Fiona go with Steve but it doesn't work out that way, Lip is super smart, he'll go to college and probably won't have time to raise the kids, and Ian seems to be for the military or a job related to the government army and aid services, he probably won't not much time too so they will have to make sacrifices and take turns raising Debbie, Carl and Liam, even though Debbie is already very self-sufficient, Fiona won't be alone raising them so maybe she will have time for herself sometimes but she won't be able to leave on a whim like Steve selfishly wishes.
