In most stories/universes I think it should be something permanent the person learns to deal with over time. They either learn to accept it, continue to fear it, or even embrace it to have some limited form of control. I do think it would be interesting to explore a story where there is a cure to be found, but a person's lycanthropy gets worse over time. They start out only transforming during a full moon, then three days, then a week out of the month, etc.. Eventually it's 50/50 or it could even encroach on their daytime hours. I could see a lot of fun drama with how they deal with their human relationships, the desperate search for the cure, etc..

for me having a cure means there's story - the characters have something to strive for, you know? having no cure means if a character becomes a werewolf that's it. Sure they can adapt and learn to live with it, perhaps people will learn to accept their existence and their relationships will change, but then what's to stop everyone from becoming one and humanity ceasing to exist? If everyone turns into a werewolf because there is no cure, there still has to be a goal, a struggle. Maybe it being a "curse" just means nobody wants to have it because of the obvious excruciating pain and the horrifying creature they will turn into. Perhaps the cure is really difficult to obtain, maybe not even guaranteed effective. Maybe some even die, their human bodies unable to take the transformation.
