An important distinction to make: Caine would be considered a "wild wolf" as he is a part of the world's society that favored the more natural lifestyle of their ancestors. Other parts of the world would build larger civilizations and cities, advancing wood and ironworks as well as law and trade. The chains Caine is locked in would have to come from that "civilized" world, either stolen or found by members of his own pack, and very specifically chosen for his punishment.
