Those special infected are called "clickers" so that rolls right off your tongue. They follow pretty well the plot of the game and that is awesome if this finally a faithfull adaptation of a source material. Military always tries to contain infestation that everything in society wont break down or cause bigger panic. In Stephen King's "The Stand" book he goes in to details with it after Captain Trips virus escapes a military lab with 99,8% kill ratio. Military tries to contain it even with violence until it spreads everywhere and bodies are dumped in kill pits, wet concrete, ocean and rest will just fall to places where they succumb to the virus and military doesnt even exist anymore to clean up. Also in World War Z book there is a chapter called The Great Panic where after military fails to contain it and zombies are everywhere, people are just escaping blocking all the roads or leave to another cities wich are even more full of hordes. Many also try to escape to Canada where over 10 million people freeze to death in the first winter. So military always tries to prevent even bigger chaos.
