Vasquez was discovered smuggling drugs Ito the prison and selling to the other inmates. Actually, it wasn't the first time, but or the man is really stupid to keep getting caught so easy like that or he may like the special confinement the prison has. 

The men are kept cuffed on their knees in a tight dark room with only their bare feet stickling outside in a table, with their big toes stretched and cuffed in the table. Then, multiple guards takes turn scratching and poking the locked down man's feet with feathers, brush, pens... whatever are at their disposal! 

This procedure goes all night, sometimes all day. The walls are thick enough to muffle the laughter and begging but if you press your ear on it you still can hear the inmate's freaking out in hysterics by having their defenseless soles tickled without mercy.

Poor Vasquez... In his case, with hyper ticklish feet like his, it was pure torture! He squirms so much his orange prison pants falls down. Every time the guards take him out of the solitary, it's a funny sight: a big mature inmate, all sweaty, with his head red from laughing hard and almost naked! 

But, like it's been noticed among the guards... maybe it's a fetish? One guard even noticed that there is a little white stain in the wall in front of Vasquez everytime he spends some time in the solitary...
