do skills only go up to 100?

There are two Skill Tiers that don't get listed here. Heroic (101-150) and Divine (151-200). I'm not sure if we'll see those or not yet. Normally, skills can evolve from "Epic" into something stronger or take on new qualities. It usually happens along with your Evolution. Capping them out first is ideal to help that happen, but not guaranteed. It depends on the quality of the Evolution. It'll be a little while until Sam has to deal with that, but it's coming up later.
