Going off on what Derek said: they were eventually allowed to use Sandman but by the time that happened they had already done what they wanted to with Hydroman instead. So they decided to not use him. I think I heard that from the godzillamendoza video on the 90s spider-man cartoon

I recall reading that they weren't allowed to use sandman and electro from the jump because there was talks of using them in a movie (A movie that was never made). Eventually they get to electro and he's red skull's son i believe lol. Never got sandman though.
