The thing with Garnet's future sight ability (which they confirm throughout the show in little ways) is that she has to have certain information for her future sight to be viable or she doesn't know what to even look for in the vast and infinite possibilities of the future. Sure, she could stop on a reality that seems likely but since she's never met anyone like Steven before, she doesn't know him yet or what type of person he's going to be so she can't accurately predict future outcomes for him yet.
